Preheat the oven to 425°F and lightly grease a 9x13-inch baking dish.
Brown the ground beef in a skillet and season with garlic salt.
Drain any excess grease.
Add the rice and browned ground beef to the prepared baking dish.
Pour in the beef consommé, soup, water, salt, and pepper, and stir until well combined.
Cut the butter into small pats and evenly distribute them over the top.
Cover the dish tightly with foil and bake for 30 minutes.
Carefully remove the foil, stir, and return to the oven.
Continue baking uncovered for an additional 25 minutes.
Remove from the oven and sprinkle the fried onions evenly over the top.
Return to the oven and bake for 5 minutes, or until the onions are golden and crispy.
Allow to cool slightly before serving.
