In a saucepan, combine the ground beef, water, and onion.
Bring to a boil, using a spoon to break the ground beef apart as it cooks.
Add the ketchup, hot sauce, Worcestershire sauce, sugar, and chili seasoning.
Continue boiling for at least 30 minutes, allowing most of the liquid to cook out.
Stir in the tomato paste and continue cooking until well combined.
While the chili is cooking, preheat the oven to 350°F.
Place the cocktail wieners on a lightly greased baking sheet and bake for 20 minutes.
Cut small slits into the Hawaiian rolls to create individual hot dog buns.
Place a cocktail wiener into each roll, then spoon the chili over the top.
Sprinkle with your favorite cheese and return to the oven for about 8 minutes, or until the cheese is melted.
