Preheat oven to 400° Degrees.
In a bowl, mix all ingredients for the dipping sauce, cover and chill for 1 hour in refrigerator.
In another bowl, mix ingredients for the baste and set aside.
In a lightly greased baking dish, layer bottom with lemon slices.
Lay fish on lemons & then spread the baste on top of fish.
Lay lemon slices on top.
Bake in oven for 15-20 minutes or until fish is flaky.
Remove & serve with the dipping sauce, salad, and vegetables of choice.
